Chartered Civil Engineer

Cliff has been a chartered civil engineer for over forty years, mostly working on research and consultancy into pavement materials, specialising in asphalt and surface treatments.  He was involved in the introduction of thin surface course systems into the UK (his reports were needed to get Highways Agency approval prior to HAPAS) and reviewing their durability.  He also developed the testing regime for high-friction surfacing systems approval and encouraging sustainability through recycling, use of secondary materials and low temperature mixtures plus, most importantly, durability.  He was convenor of the CEN task group on asphalt tests for 15 years.
